The aes-keys.txt file is a configuration file used by Nintendo 3DS emulators, most notably Citra, to decrypt and play encrypted game files (such as .3ds or .cia formats). ninfs(a Python FUSE driver for 3DS filesystems) can derive keys on the fly if you provide a single bootrom dump.
No keys = no conversion.
