How it generally works (high level)
- A .pkg package contains encrypted payloads and metadata; the console checks a matching .rap license for decryption keys and entitlement.
- Tools parse the .pkg header to find content IDs and required keys.
- A .rap file for the content ID is placed on the console (usually under /dev_hdd0/home/00000001/exdata/ or similar) so the system accepts the package as licensed.
- Repacking/resigning adjusts metadata so the console accepts the package with its available keys.
