Introduction

The Federal Board of Revenue (FBR) is the lifeblood of Pakistan’s economy, responsible for collecting over 95% of the nation’s federal revenue.   1. Inter-se Seniority (Batch-wise): Seniority is primarily determined by the date of joining the service within a specific batch (e.g., 10th Common, 11th Common, etc.).
  2. Merit in Final Passing Out: For officers undergoing training at the Directorate General of Training & Research (Inland Revenue), the final merit list upon passing out often dictates the initial inter-se seniority.
  3. Date of Promotion: For officers promoted to higher grades (e.g., from BS-18 to BS-19), seniority is fixed from the date of their promotion orders, subject to the recommendations of the Central Selection Board (CSB) or Departmental Promotion Committee.
  4. Length of Service: In cases where officers are promoted concurrently, length of service in the lower grade serves as the deciding factor.
